次にPC側調査、
１．画面の解像度は、推奨値を選択していました。
ちなみに、解像度を落としたら、
画面の下切れが直りました！！
これか！と思いましたが他のレンタルPCは「画面の解像度は、推奨値を選択」していましたので
ごまかしの対応となるので止めました。
モニターのドライバー設定等も、他のレンタルPCと同様で問題無し
【最終結果】
液晶モニターの設定を工場出荷時の初期設定に戻しました。
